The transmission backbone of the Valley Clean Infrastructure Plan — owned, administered, and operated by Westlands Water District.

Westlands Water District (WWD) is developing transmission facilities in California's San Joaquin Valley and serves as Transmission Owner for the WWD Transmission System—a planned transmission network designed to connect utility-scale generation and battery storage resources to California's broader electric grid. WWD administers the interconnection process for the system, with all facilities being developed in coordination with the Valley Clean Infrastructure Plan (VCIP).
