Repurposing agricultural land into a backbone for California's clean-energy future.

The Valley Clean Infrastructure Plan (VCIP) is Westlands Water District's long-term framework for transforming up to 136,000 acres of drainage-impaired and water-constrained agricultural land in western Fresno County into solar generation, battery storage, and the transmission infrastructure needed to deliver clean power to California's grid.

The transmission backbone of VCIP — the WWD Transmission System — is owned and administered by Westlands Water District as Transmission Owner, and supports interconnecting projects ranging from approximately 100 MW to 1,000+ MW.
